THE 3 PEAKS, THE 3 VALLEYS, now…THE 3 LAKES! As we continue to source new venues and navigation challenges for our Rally Competitors, we have now shifted the “3” Event to Central Victoria, basing the majority of the Event out of Bendigo. In 2011, The 3 Lakes will be celebrating the 20th year running of the, now traditional, “3” Rally Events.

When The Melbourne Cup Long Weekend, 29 - 31 October, 2011. This three day event allows the Tuesday Melbourne Cup Holiday to (recover) return home!

How Much Driver/Navigator Entry is $1385.00 (inc GST). Double Driver Entry is $1585.00 (inc GST), see below.

Double Driver Entry The Double Driver Entry will allow for both the nominated ‘Driver’ and ‘Co-Driver’ to compete in all ‘driving sub-events’ scoring points towards the ‘Drivers and Co-Driver’ Awards. For the navigation sub-events, the navigation score will be added to the nominated Drivers scores for the “Overall Crew Awards”. The Double Driver Entry is available to all Entrants and is an additional $200.00, being $1585.00 (Inc GST).

Who Open to all Classic, Collectable and Performance cars, ‘THE 3 LAKES’ follows in the traditions of Grand Touring Events by providing challenges for both the Drivers and Navigators skills to come to the fore.

How Many Entry will be limited to 30 Crews (with a maximum of 10 Double Drivers), first in best-dressed etc… The Organisers cannot ‘save’ a spot for an entrant.

Entry The Event shall be open to: Drivers that are holders of a current Civil Licence issued by a State or Territory of the Commonwealth of Australia and an Australian Auto-Sport Alliance (AASA) Club Licence or similar. Navigators must also hold an AASA Club Licence or similar. Navigators do not have to be holders of a current Civil Licence. AASA Licences are available from www.aasa.com.au

Where The Rally will start in the central Victorian City of Bendigo and be based in Bendigo for the first three nights (including Friday night). The Event will then travel to Shepparton for the Monday activities at DECA before the Presentation Dinner and overnight stay in Shepparton. As well as the DECA venue, we will be using the Bendigo Livestock Exchange (BLE) and the Heathcote Park Raceway while the Navigation will take in the great driving roads through the mid Victorian Goldfields.

Roads All sub-events will be conducted on bitumen roads and sealed venues. Some access roads to venues may be unsealed as will some navigation Via’s.

Accommodation The Organisers will provide an Accommodation Listing for Friday through Sunday for Bendigo and Monday for Shepparton, or you can arrange your own.

Events Circuit Sprints and speed sub-events will combine both the horsepower and agility features of the competing cars with a balance of ‘wide open’ and ‘tightish’ layouts. Circuit Sprints and Auto-Tests at DECA, Sprints and Auto-Tests at Heathcote Park and Auto-Tests at BLE. The Auto-Test events, pioneered by the Organisers, offer the ultimate test as car, driver and navigator, to work as one, accelerating, braking and negotiating the set course, through gates, against the stop watch.

Meals Luncheon each day and morning and afternoon teas where applicable. Saturday night in Bendigo is a free night, but we will be looking to organise a “Pub Night” for Sunday night. The Presentation Dinner on Monday Night will be in Shepparton (venue TBA) for the entered Crew. Additional Crew Meals and Presentation Dinner places can be arranged with the Organisers.

Navigation As in 2010, there will be a variety of navigation styles using the 250,000:1 Maps and RACV Maps with plotting the course by grid reference, reading off a compass, plotting by map reference, traveling the road as mapped and being observant. We will again include the “Mapped Observation” as a further style of navigation. As the Event involves navigation sections, the presence of operative “GPS” in a competing vehicle is not permitted. The Maps provided by the Organisers for the 2011 Event are the only Maps permitted for the plotting of, or in the competing vehicle during, navigation sections. Navigational aids via Internet access via portable devices is strictly prohibited. Any such device in the competing vehicle must be sealed by Officials prior to the start of any Navigation Event. Any breach will incur instant exclusion from the Event. The Organisers will conduct a Navigation School prior to the first Navigation and follow up review notes each evening.

Navigation Equipment What navigators will need! A ‘Rally Roamer’ to read 250,000:1, a decent magnifying glass, highlighter pens, a clipboard, (A4 or A3 Size), clutch pencils and erasers. A Compass will be handy but the clear plastic Rally Roamer has a compass included, remembering that all maps read north.

Entry Form With this Newsletter I have included the Event Schedule, Event Regulations and the Event Entry Form.

Licences / Credentials All crew must have at least the AASA Club Licence (or similar) and it must be presented at Credentials at Scrutiny or Sign-On as well as a Current Drivers Licence, (where applicable). This must be strictly enforced, the Event Officials must sight the credentials and failure to present any of the documents will mean a non-start to the Event. Event Regulations - 2011

1.0 Authority: The Event will be conducted under the National Competition Rules of the Australian Auto-Sport Alliance (AASA), these Event Regulations and any Competitor Newsletters, Further Event Regulations, Instructions and Route Instructions as and when published by the Organisers. AASA Permit No. T.B.A authorises the Event. The Event is a Road Rally Event, (incorporating speed sub-events), with Special Tests. The event will be known as THE 3 Lakes and hereinafter referred to as the EVENT.

2.0 Organisation: The Event will be organised by: Motoring Events Management Pty. Ltd.

4.0 Judges of Fact:
Exhaust system efficiency – Scrutineer’s and Control Officials.
Document accuracy, Road – Control Officials, Event – Secretary of the Event.
Radar Speed Checks – Officials trained in the use of speed detection devices.
Sub-event timing – Timing Officials.
Direction of travel and activity at controls – Control Officials.

5.0 Event Start: The Event is to start at 08:30, Saturday 29 October 2010 at Bendigo, Victoria. (Venue TBA).
6.0 Event Entry. Entry is by Invitation. Entry Forms must be accompanied by the applicable fees. Entry is limited to 30 Crews. Entry opens Monday 25 July 2011. Entry closes Friday 21 October 2011 or when fully subscribed. The Organisers reserve the right to refuse Entry.

6.1 Event Entry Fees. Driver/Navigator. Entry Fee for Driver/Navigator (including Entry Reservation Deposit of $385.00) is $1385.00 per crew. Double Driver. (Co-Driver) Entry Fee for Double Driver (including Entry Reservation Deposit of $385.00) is $1585.00. Refer ‘Entry Fee Provides’ in these Regulations. All fees include GST. Entry is by mail by a completed Entry Form accompanied by the applicable Entry Fee.

6.2 The Entry Form must be lodged with the Secretary of the Event, P.O.Box 5030, Studfield,
Vic, 3152. An Entry Form by facsimile will be regarded as an ‘intention to compete’ only, will not
be published and will not be binding on the Organisers.

6.3 Withdrawal of Entry and Refunds. From Monday 8 August until Friday 14 October 2011, withdrawal of an Entry must be in writing to the Secretary of the Event. A refund of the Entry Fee (or Entry Deposit) paid will be made, less 20% of the full Entry Fee, that shall be retained by the Organisers and append towards administration costs. From Saturday 15 October 2011, up to and including Tuesday 1 November 2011, no refund of Entry fees paid by the Entrant will be made. Entries are transferable subject to approval by the Organisers.

7.0 Persons Eligible: The Event is open to: Crews that are holders of a current Civil Licence issued by a State or Territory of the Commonwealth of Australia and a (minimum) AASA Club Racing Licence or higher or an AASA recognized equivalent standard competition licence. The AASA Club Licence application is available from the Organisers and/or www.aasa.com.au

8.0 Insurance: All Competitors/Officials are covered by the AASA Public Liability and Personal Accident Insurance Policies.

9.0 Abandonment: The Organisers reserve the right to postpone, abandon or cancel the Event at any point.

10.0 Alcohol & Drugs: The consumption of alcohol and/or drugs by competitors during competition is forbidden.

11.0 Compliance with Instruction: For the duration of the Event, failure to follow the directions of any Official, these Event Regulations, Competitor Bulletins or Further Regulations, as and when published, will render a competitor liable to a penalty to be decided by the Clerk of Course.

12.0 Event Briefing / Crew Briefing. The Event and Crew Briefing will be conducted at Bendigo, (Venue TBA) from 08:30 Saturday 29 October 2011. Attendance by all Crew is mandatory and will require ‘Sign In’.

13.0 Scrutiny & Documentation. Melbourne Scrutiny and Documentation will be conducted from 17:00 to 20:30 on Wednesday 26 October at Motoring Events Management, 2/14 Keith Campbell Court, Scoresby, Victoria. All cars must pass Scrutiny prior to participation in any competition. Required at Scrutiny, Helmets: To AS1698 for each occupant, Documentation: Civil Driving Licences/Permits, AASA Licences (or similar) for all Crew and Vehicle Registration Papers. Bendigo Scrutiny will be conducted from 18:00 – 20:00, Friday 28 October, (Venue TBA). If the vehicle is registered in Queensland, a Compulsory Third Party Insurance (CTPI) extension document valid for the Event must be presented (refer 13.1 below).

13.1 Vehicles registered in Queensland. Under the “Transport Operations (Road Use Management-Vehicle Registration) Regulation 1999” vehicles registered in Queensland require a Compulsory Third Party Insurance (CTPI) extension valid for the Event. The CTPI extension document must be presented at Scrutiny and Event Documentation.

14.0 Vehicle Eligibility. Vehicle eligibility is based on manufacturer produced performance, sporting, grand touring and thoroughbred type vehicles. Vehicles may be modified and enhanced for competition. The Organisers reserve the right to reject an entered vehicle modified beyond levels deemed acceptable to the Event.

14.1 Vehicles must be in a roadworthy condition for the duration of the Event and be registered (Full, CH, Rally Registration, Vic Roads Permit) and carry third party insurance.

14.2 All cars must be fitted with:
* Seat Belts to AS E35 or of a type complying with current regulations.
* One or more Fire Extinguisher(s), securely fitted (metal bracket preferred) that complies with AS
1841, (except 1841-2), AS 1846 or AS 1848. The capacity of the Extinguisher(s) must be of at
least 1 kg capacity, if dry powder.
* A First Aid Kit.
* Two, (2), Safety Triangles.
*Fuel must be “Commercial Fuel”.
*Roll bars, if fitted, must meet current regulations.

14.3 Tyres: Only road registrable tyres will be allowed for the duration of the Event, including all Sub-Events. The tyres fitted to the car, as presented at Scrutiny, providing they meet requirements, must be used for the duration of the Event. Only two, (2), spare tyres, of the same type and tread may be carried for the duration of the Event. Tyres may be marked at Scrutiny.

14.4 Noise: All competing cars must comply with the maximum exhaust noise level emission of 95dB(A) as appropriate, as measured according to the method detailed in the ‘National Stationary Exhaust Noise Test Procedures for In-Service Motor Vehicles’. This compliance may be checked at Official Scrutiny or at any time during the Event. Any car found to exceed the allowable limit will not be permitted to continue in the Event until compliance is restored.

14.5 Competition Numbers: The Organisers will supply self adhesive Event competition number panels with numbers to each competitor (up to 400mm x 400mm) at Scrutiny. The competition number panels are to be affixed to the front doors prior to competition.

14.6 Sponsor Decals: The Organisers will supply Event sponsor decals that must be affixed to the competition vehicle prior to the Event Start and must remain in place on the vehicle for the duration of the Event and display days.

15.0 Scoring: Each run of each Sub-Event of the Event will be scored individually. Points will be awarded in order of finishing from highest to lowest as follows: 1st = 100 points, 2nd = 99 points, 3rd = 98 points, 4th = 97 points etc and so on down to the last competitor. In the event of “Tied Places”, the average of the scores for those places will be awarded to each Crew. Thus, if three Crews tied for second place, add 99 + 98 + 97 = 294 divided by 3 = 98 points per Crew.

15.1 Runs per Sub-Event: Each Driver and Co-Driver will be eligible for one timed run per Sub-Event. Additional runs may be included by the Organisers. All runs per Sub-Event are scored.

15.2 Penalties for Sub-Events: (as applicable)...

Hit Cone = + 5 Seconds per Cone
Missed Gate = + 20 Seconds
Did Not Complete Full Course = + 60 Seconds
Did Not Finish = Slowest Time + 20 Seconds
Did Not Start = No Score - Nil points.
Jump Start = + 20 Seconds

15.3 Penalties for Transport Sections:

Exceeding Speed Limits = Penalty up to exclusion from the Event plus a monetary fine.
Excessive Speed = Exclusion from the Event.
Lost Road Card = 100 Point penalty per offence
Late Time Deduction = 10 Point Penalty per 10 minutes or part there of.

15.4 Navigation Points and Penalties: Points for each Navigation Section will be totaled and added to your score.

Points Earned:

Information + 10
Information with Stamp + 20
Passage Control + 20
Major Control + 20
Dummy Information + 5***

*** If both Correct Information and Dummy Information are entered on the Road Card, only

Dummy Information points apply to score

Penalty Points:

Wrong Direction at Passage Control - 10
Wrong Direction at Major Control - 20
Missed Major Control - 30
Failure to Observe Road Laws - 30
Each Minute Late - 5
Max Late Time, up to 15 mins – 75
Navigation Section completed after Finish Control has Closed – 30
Lost Route Card - No Points for Sub-Event.

16.0 Protests: Competitors are encouraged to make any query during the Event, in writing, (forms will be provided on request), with the Assistant Clerk of Course. Should a query not be resolved to the Competitors satisfaction, a Written Protest regarding the issue/Event may be made and must be lodged with the Clerk of Course for a decision. Should the decision by the Clerk of Course not be accepted by the Competitor, the Competitor has the right to Appeal to the AASA for adjudication by AASA Stewards at a time to be set following the Event.

17.0 Awards: Awards for the Event will be determined according to the most number of points gained by Drivers, and Co-Drivers during the Sub-Events. 1st Outright Crew will be deemed the winners of the Event.

“The 3 Lakes” Trophy for 1st, 2nd and 3rd Crew per Category/Class.
“The 3 Lakes” Trophy for 1st Outright Driver.
“The 3 Lakes” Trophy for 1st Outright Co-Driver.
“The 3 Lakes” Navigator Award.
“The 3 Lakes” Grand Trophy for 1st Outright Crew.

17.1 Award Presentations: All Award presentations will be made at the Presentation Dinner at Shepparton (Venue TBA), Monday 31 October from 20:00.

18.0 Categories/Classes: The competition will be divided into the following Categories/Classes;

Classic: Vehicles manufactured up to end 1975. Open.
Modern Classic: Vehicles manufactured from 1976 to 1989. Open
Modern: Vehicles manufactured from 1990 to 2011. Open
Super Cup: AWD/4WD vehicles. Open.

18.1 Capacity Classes: Capacity classes within the above Categories and/or additional Categories will be determined at the discretion of the Organising Committee to reflect the Entry and will be advised in future Competitor Newsletters. Any Class which attracts less than three, (3), entries will be combined with next age or capacity Class at the discretion of the Organisers. Turbocharger/Supercharger equivalence factors apply.

19.0 Event Entry Provides: The full Entry Fee provides: All administration, surveys, negotiations with relevant authorities, AASA Permits, all correspondence, provision of staff and Officials leading up to and for the duration of the Event and includes,

* The 3 Lakes Event Manual and all Navigation Maps.
* Luncheon all days. Morning and Afternoon Teas where applicable.
* 2 X Tickets for the Presentation Dinner Function (Monday Night).
* Personal Accident Insurance Cover for both Crew for the Event.
* Provision of an FIV and First Aid Crew for the duration of the Event.
* The 3 Lakes Event Merchandise.
* Rally competition number panels and Rally Event decals, 2 per entry.
* The 3 Lakes Awards. (As per Awards).

20.0 Apparel: For all Speed and Auto-Test Sub-Events Crews must be attired in non-flammable clothing, including cover from ankle to wrist to neck and Helmets. For Open Cars, prohibited are goggles with lenses of glass. Competitors must have Lenses or Visors of a high impact resistance, satisfactory optical quality and comply with AS 1609 - 1981.

21.0 Accommodation: The Organisers will provide an Accommodation Booking List for Friday through Sunday nights in Bendigo and for Monday night in Shepparton. Competitors will need to make their own Accommodation Bookings.
22.0 General Administration:

Compulsory Third Party Insurance (CTPI). Vehicles registered in Queensland under the “Transport Operations (Road Use Management-Vehicle Registration) Regulation 1999” require a Compulsory Third Party Insurance (CTPI) extension valid for the Event. The CTPI extension document must be presented at Scrutiny .
It is a condition of Entry that all participants comply with all Road Laws.
The route distance for the Event is approx. 790 km, over sealed roads.
Starting order for the Event will be by Ballot. The Organisers reserve the right to alter thestarting order during the Event.
Further Regulations and/or Competitor Newsletters will define locations and times not specified in these Regulations.
Advertising on competing vehicles is permitted. No advertising that conflicts with the Event naming rights sponsor(s) or the Organisers Event support sponsors is allowed. Such advertising must be removed or covered for the duration of the Event.
Each Entrant is to present their car at Event Start (not withstanding Scrutiny Requirements) at least 30 minutes prior to the Official Start of the Event.
Once the Event has commenced, all competing vehicles must be driven.
A target time will be set for each Transport, (not Touring), part of the Event.
The Organisers advise that choice of competition numbers is open. First in etc… The numbers ‘1’ and ‘05’ are not available.
Entered cars may be substituted only after notification to and instruction from the Event Director/Clerk of Course and pass Scrutiny. Crews in cars substituted after the completion of the first Sub-Event are not eligible for Awards unless all other Entry’s sign a written approval.
The Event Organisers reserve the right to alter the scheduled program of events provisions of the Event as and when may be required. All details are correct at time of publication.

It's Back To November

After plans to move the Event to the Queens Birthday weekend was met with little support, we took the hint and have re-scheduled back to the Melbourne Cup weekend. We have also taken the suggestion of many of our Entrants to “base” the Event in one location, therefore eliminating the need to “pack-up” each day or so and having to unpack at speed venues during the Event. We have also been fortunate to secure the Road Broadford venue for this years Event. Road Broadford is a venue we introduced to the “Rally” community with The 3 Peaks back in 1998 and this venue will provide plenty of challenges to the Crews. So it’s on with the show……

Hi All,

I have postponed The 3 Peaks Rally, June 11 – 13 due to only receiving 7, maybe 8, Entry’s.

I have sent out and “Expression of Interest” for The 3 Peaks Event to run on the Melbourne Cup weekend so we will see how it goes. This is a week prior to the “High Country Targa” (old Mt Buller Sprint) Event and only 3 weeks before the Tour T’ Sydney.

On a brighter note, we are well advanced with another new Event, the “Deni Ute Muster Rally”. An event for Utes (LBC’s) only and an Official Event of the Deni Ute Muster! Should be a real HOOT!

It’s back to the “Queen’s Birthday Weekend.” After returning to the spiritual home of the Event, the North East of Victoria in 2009, The 3 Peaks now returns to its original date on the calendar, the Queens Birthday weekend.

When? Starting Friday 11 June through to Sunday 13 June, this three day event allows the Monday Queen’s Birthday Holiday to (recover) return home.

How Much? Driver/Navigator Entry is $1285.00 (inc GST). Double Driver Entry is $1485.00 (inc GST), see below.

Double Driver Entry? The Double Driver Entry will allow for both the nominated ‘Driver’ and ‘Co-Driver’ to compete in all ‘driving sub-events’ scoring points towards the ‘Drivers and Co-Driver’ Awards. For the navigation sub-events, the navigation score will be added to the nominated Drivers scores for the “Overall Crew Awards”. The Double Driver Entry is available to all Entrants and is an additional $200.00, ($1485.00) (Inc GST).

Who? Open to all Classic, Collectable and Performance cars, ‘THE 3 PEAKS’ follows in the traditions of Grand Touring Events by providing challenges for both the Drivers and Navigators skills to come to the fore.

How Many? Entry will be limited to 30 Crews (with a maximum of 10 Double Drivers), first in best-dressed etc… The Organisers cannot ‘save’ a spot for an entrant.
Entry? The Event shall be open to: Drivers that are holders of a current Civil Licence issued by a State or Territory of the Commonwealth of Australia and an Australian Auto-Sport Alliance (AASA) Club Licence or similar. Navigators must also hold an AASA Club Licence or similar. Navigators do not have to be holders of a current Civil Licence. AASA Licences are available from the Organisers or www.australainautosportalliance.com.au

Where? The Rally will, for 2010, involve a balanced schedule with ‘Touring’ and ‘Speed’ subevents with the Event starting in Broadford with Circuit Sprints and a Hillclimb at the Road Broadford circuit on Friday, then Navigating to the overnight stay in Benalla. Benalla will be the Rally base for the Saturday and Sunday overnights as well. Saturday will include Observation, sub-events at DECA and Navigation back to Benalla. Sunday will have Navigation sections both to and from Wilby Park where popular sub events will be conducted on the challenging circuit. Sunday night will host the Presentation Dinner before the Monday holiday to return home.

Roads? All sub-events will be conducted on bitumen roads and sealed venues. Some access roads to venues may be unsealed as will some navigation Via’s.

Accommodation? The Organisers will provide an Accommodation Listing for Friday, Saturday and Sunday nights in Benalla, or you can arrange your own.

Events? Circuit Sprints and speed sub-events will combine both the horsepower and agility features of the competing cars with a balance of ‘wide open’ and ‘tightish’ layouts. Auto-Test events, pioneered by the Organisers, offer the ultimate test as car, driver and navigator, to work as one, accelerating, braking and negotiating the set course, through gates, against the stop watch.

Meals? Luncheon each day and morning and afternoon teas where applicable. Friday night in Benalla is a free night, on Saturday night we are putting together a “Pub Night” and the Presentation Dinner on Sunday night will be held at (TBA) for the entered Crew. Additional Crew Meals and Presentation Dinner places can be arranged with the Organisers.

Navigation? For 2010, there will be a variety of navigation styles using the 250,000:1 Maps and RACV Maps with plotting the course by grid reference, reading off a compass, plotting by map reference, traveling the road as mapped and being observant. The presence of operative “GPS” in a competing vehicle is not permitted. The Maps provided by the Organisers for the 2010 Event are the only Maps permitted for the plotting of, or in the competing vehicle during, navigation sections. Navigational aids via Internet access via portable devices is strictly prohibited. Any such device in the competing vehicle must be sealed by Officials prior to the start of any Navigation Event. Any breach will incur instant exclusion from the Event. The Organisers will conduct a Navigation School prior to the first Navigation and follow up review notes each evening.

Navigation Equipment? What navigators will need! A ‘Rally Roamer’ to read 250,000:1, a decent magnifying glass, highlighter pens, a clipboard, (A4 or A3 Size), clutch pencils and erasers. A Compass will be handy but the clear plastic Rally Roamer has a compass included, remembering that all maps read north.

Licences / Credentials. All crew must have at least the AASA Club Licence (or similar) and it must be presented at Credentials at Scrutiny or Sign-On as well as a Current Drivers Licence, (where applicable). This must be strictly enforced, the Event Officials must sight the credentials and failure to present any of the documents will mean a non-start to the Event. The 3 Peaks Rally for 2010 will run from June 11 to June 13 over the Queens birthday (VIC) long weekend allowing the Monday for the drive home.

The 3 Peaks - 2009

It’s back to the “Peaks”. After four years south of the “Divide”, we return to the spiritual home of the Event, the North East of Victoria. The origins of the Event go back to the early 90’s when it used to take in venues such as Falls Creek, Mt Hotham and Mt Buffalo, hence the “3” Peaks. With the need for more variety the Peaks venues changed (now you can see the 3 Peaks, we don’t actually go to them), the Event was reduced to three days from four and The 3 Peaks continued up to 2004 by which stage we had just worn the area out. So we went South! Now, after four years break, we’re back!!!!

When? The Melbourne Cup Long Weekend, 31 October - 2 November 2009. This three day event allows the Tuesday Melbourne Cup Holiday to (recover) return home!

Accommodation? The Organisers will provide an Accommodation Listing for Shepparton for the Friday/Saturday and Beechworth, for Sunday/Monday nights, or you can arrange your own.

Saturday night in Shepparton is a free night, Beechworth on Sunday night we are negotiating a “Pub Night” and the Presentation Dinner on Monday Night will be held at La Trobe-Beechworth for the entered Crew. Additional Crew Meals and Presentation Dinner places can be arranged with the Organisers.
